April 15th, 2023, Istanbul

On April 15th, 2023, Refugee Rights Turkey organized an in-person workshop in Istanbul on "Administrative and Judicial Practices Encountered in International Protection Procedures" with the participation of more than fifty lawyers from different bar associations and civil society organizations in Turkey.

In the first session of the workshop titled "Observations and Evaluations on Refugee Status Determination Interviews from Different Provinces", discussions were held on the impact of the February 6th earthquakes on international protection procedures, the use of the right of lawyers to participate in individual interviews as observers, the quality of translation services provided during interviews, and whether the situation of those with special needs was taken into consideration. In the second session titled "Observations and Experience Sharing from Different Provinces on the Administration's International Protection Status Assessments", the refugee and conditional refugee status assessments of Provincial Directorates of Migration Management were discussed and the use of country of origin information and credibility assessment of statements were evaluated by the participants. The third and final session of the workshop was titled "Evaluation of the Decisions of the Administrative Courts and the International Protection Evaluation Commission (ICREC) in Appeals against Negative Status Decisions" where the positive and negative decisions of the ICREC, Administrative Courts, and Courts of Appeal were shared.

As Refugee Rights Turkey, due to the various practices observed in different provinces regarding international protection procedures, we aimed to bring together lawyers working in different provinces to exchange information and experience. During the workshop, we focused on the international protection procedure and discussed the issues such as international protection status determination interviews, the use of country of origin information and other evidence, applicants' access to procedural safeguards, the content of status determination decisions, the attitude of the ICRC and competent administrative courts in appeals against negative status decisions, including decisions on deemed withdrawn, termination and cancellation of status, and listened to the observations, assessments, and testimonies of lawyers on these issues.
